In the Blighty House of Commons and House of Lords, both tiers in our government system, the general saying of "Here here" is said when One is in favour or agreement with whats been spoken, making the "Here here" a voiced statement of Oneself to be noticed in support.
I think it stems from around the late 18th centrury when it was more gentlemany to place you're agreement with a "Here here" than standing up and making yourself a bit of a nuisence, but don't quote me on that.

It's actually "hear hear" as in "let's hear what this chap has to say" Apparently originating in the Brithish Parliament.
