My only thought is that it might be positions in Diplomacy

The first obvious thing I can comment on is that there are 14 squares around the edge of each figure which seemed to be distributed into 4 groups, one or two of which can be empty, but never does any one group have more than 7. The number of small circles inside the figure varies. There are 18 figures, 7 with a red internal shape and 11 with a blue one.

So more than likely you're the troops on the outside right because of the constant amount of squares? I think it's the diagram 3 to the right and 3 down. Maybe not. Unless the whole thing is what they are to do just different phases. Doubt it though.

Just wanted to throw out that the pattern may have something to do with the title: "This is war, Peacock."

I think there's a slight flaw in the diagram: The black king would be in check if he moved to the right, but you have not marked so.
And the winning line is...O-O-O? But I'm curious to see how you prove that move is legal. If it weren't for the blasted bishop there's another nice line that would mate in three, including a discovered check as the third move.

Presumably he'd have to issue the (contentious) winning move as a series of 18 squares, 6 of which would be different from the last message?
This opens up a whole new way of playing blitz chess!

I think there's another error in the diagram: The third picture in the second row has two yellow circles, but I think one should be blue instead.

a. It's a quote from the movie "Clue." At least, I'm assuming it is
b. The individual diagrams kind of look like peacock tails. A little.

Nations divided by Colours

Red is for Enemy
Yellow is for UN and Media
Green is for British
White are the freindlies
Blue for US

By taking box 9 we will end this conflict

The ninth box is where you would attack pushing up from box 12 being halfs then you could fill the gap facing west in box 9, leaving them no movement

box 12 moving the top green in a northly direction squeezing into box 9 creating a casscading effect and cutting off the exit for the red arrow.

I think I have a solution

from the top left hand corner over 3 and down 3 is the pictogram that is the solution

I believe the outer dots (lining the boxes) represent your soldiers as they always add up to 14.

also whenever there are no dots on one side of the outer area, you see no dots facing that direction on the inside.

the reason I believe that you win in the above box is that it features a number of dots with lines through them, I believe this represents a killed soldier. one of the dots is colored yellow which I believe is some sort of commander or something to that extent, thus giving the allied side victory. (not to mention that that slide includes 6 other dead soldiers)

The title is, indeed, just a joking reference to the great movie 'Clue', with a (very) loose connection to the content of the puzzle... Just a lark that ended up sticking!

Even with everyone's invisibled hints I can't make head nor tail of this puzzle. Can somebody please spoil it for good and explain what each symbol stands for?

Each square represents a chess piece.
Red shapes are black pieces, blue are white.
The number of letters in the piece are the number of sides of the central shape: KNIGHT = hexagon.
The small black squares on the border of each main square represent the number of board squares the piece is from the top, bottom, left, and right edges of the board.
Small circles are attached to each central shape, representing possible moves the piece could make.
White circles = Illegal move
Green circles = Legal move
Yellow circles = Legal capture
Red or blue circles = Occupied adjacent square by black or white piece
Circle with slash = Only for kings, move that would put king in check

There is only one possible move that will allow white (blue) to win.

Ah, thanks for explaining the significance of the shapes -- that was the only thing I didn't see.

BTW, I've had a couple of ideas brewing for the VSP thread. I'll post the diagrams when I get around to making them.

Also, the diagrams are not yet perfect:
1. The g3 knight should have a green f1 circle, not a white one...
2. And why aren't the white king's castling moves shown?
3. I think the answer could benefit from a chessboard, at least linked to if not fully disclosed... Maybe even 3d and classic-looking!
