Why wouldn't you just take the money out of each bag as you go along and place it in the next bag, that way, by the time your finished with all 100 bags, all of the money will be in one bag therefore making that bag have the most money since all of the other bags will be empty. I don't remember seeing a rule that said you could not touch the money

If everything that you weren't allowed to do had to be spelled out completely then the puzzle wouldn't fit on The Internet.
