Law 16.3.42 - Citizens of Underaxis are not obligated to be heard by everyone during daylight meetings and are thereby allowed to speak individually during these meetings. The city promises not to publish such private speeches.

The town of Underaxis is a tall town full of buildings. Rarely do people see each other, nor do they really know the occupations and lives of their neighbors. All information is kept secret.

The people of Underaxis dare not say anything in public. To ensure their own safety, they trust only those who they can trust. Now, when a mafia has emerged from the darkest corners of Underaxis, the citizens rise to oppose this threat, though keeping to their habitual silence.
