Eccentric Dr Smythe

Again, I have been called upon to help a noted scientist in his world breaking research. My good friend Dr Smythe sent me a message and a piece of equipment, which I have to take to his country house, and place upon a statue within the lanscaped garden he owns. I ask not his reasons for this as he would debate for hours the purpose of the task, so it's easier just to do as told and keep him as happy as can be.
For national security reasons, the message he sent me concerning how to place the equipment on the statue was coded, thats why I need your help in de-coding it.

The message he sent me is as follows:

Well, the first letters of the first four words spell 'clip best' but then it breaks down.
Can't make much with the nations' capitals either (Vienna's in there twice).

I thought it might have something to do with the Internet abbreviations, but all I got was:

Doesn't make much sense...

Well done Milt, just one slight mistake with the 'Best'......works out as 'Belt'.
I know the answer is a bit non sense making, but it was the best and biggest I could do.
