This has been running now since Nov 18th with only 2 replies. I intend to post a spoiler in a few days if there is
no further sign of life.
Although the puzzle implies that no assumptions are required, there are obviously some:
1. The LEDs are numbered 1,2,3 across the top row, 4,5,6 across the middle and 7,8,9 across the bottom. This
seemed natural to me,but I don't know how 'standard' this is.

2. The letters are all capitalised. Almost certainly required from the implication that enough information is
given to uniquely resolve it.

3. The message is a single word. As per #2 above
4. There is a 'best' way to form each letter from 9 LEDs. I assumed initially that 'I' would be formed by 2
connectors between LEDs 2,5 and 8, but this swiftly proved incompatible with the 'unique answer' requirement

I still think it's a fairly nice puzzle and deserving of more debate than it's had.

Using the assumptions listed in post #4, the letters in the order presented are:
1. O
2. T
3. R (since this was the only letter which made any sensible use of the long connector i.e. between LEDs 4 & 9)
4. either H,M,N or W
5. I or Z
6. A
7. C or U
8. as #4
They must use 43 small (S) connectors, 6 medium (M) and 1 Large (L).
O uses 8 x S
T = 4 S
R = 7 S + 1 L
A = 4 S + 2 M
C/U = 6 S
totalling 29 S, 2M, 1L leaving 14 S + 4 M
I = 6 S
Z = 4 S + 2 M
H = 6 S
M/N,W = 4 S + 2 M
If Z is letter 5 this leaves 10 S + 4 M which can't be made from any 2 of H,M,N or W, so letter #5 is I, leaving 8 S + 4 M, which means a combination of any of M+M,M+N,M+W,N+N,N+W or W+W for the remaining letters.
So the word is any anagram of these 2 plus O,T,R,A,I,C/U
There appear to be only 2 such words in common use:
1. ROMANTIC which is wrong since R cannot be the first letter, leaving MINOTAUR
