If we all assumed that, and bid lower, he might have taken 15 with "not his highest" property, thus allowing him to later use his highest property to take the other 15.

That round had several high checks, and that neutralizes it a bit. As an extreme case, would you play your 30 on 13, 13, 14, 14, 15, 15?
