Wow. Sure enough. I actually spent some time trying to find a 6-move solution and couldn't. There are at least 3 distinct ways to do it in 10, and I hope that yours is the only 6 (or else I've missed two solutions).
By the way, I wrote this applet so that it is really easy to make different variations of the rules. (I haven't actually made it so that they are arguments to the applet, but that wouldn't be rocket science.) If you have a set of rules that you think would make an interesting version of the puzzle, let me know and I'll code it up for you. |

hehe..dont feel bad about not finding 6 move solution - I didnt either ;p I found manually my solution under 20 moves, and then I wrote program to find better solution. But since I estimated possible solution to be still in high teens, I didnt make brute force solution (because max number of combinations would be over 4^19). That is why, when I found 6 move, I wasnt sure if maybe even faster is possible.
But after that I realised that I can make brute force search since at least one 6 move solution exists, and 4^6 is way easier to brute force check - and I didnt find any other solution with 6 moves.

I think interesting problem here would be to find set of rules that result in as high minimal number of needed moves for solution as possible. Another one would be to have bit more complex rules, ie harder to figure out. If I find any of those, I'll send to you for new version of applet ;p |

2. Observer: There were 99 total hats in six different colors. For each color, the number of hats was the product of two different prime numbers.
3. Planner: The largest number of hats was blue.
4. Observer: There were 5 more green hats than white.
5. Planner: Three of the colors had the same number of hats. The other three colors were all different amounts (and different from the number that the three colors shared).
6. Observer: The pattern called "Lucky Sevens" was totally messed up. It included all people (and only those people) whose T-shirt numbers were a multiple of seven.
7. Planner: I purchased all the hats. I remember that, for at least one of the colors, the number of hats was a multiple of 7.
8. Observer: The multiples-of-3 pattern was also screwed up. I think it was called "Trips" and they sure did!
9. Planner: Everyone with a blue hat had an even numbered T-shirt. Everyone with a green hat had an odd numbered T-shirt.
10. Observer: One pattern was called "The Square Dance" and included all the square numbers except #1, and all of their multiples. It came off without a hitch.
What hat color was missing? The ultimate question is: What number did the missing person wear?
The answer is: "Due to the clues in the puzzle, it is quite apparent that a blue hat was missing. Therefore, it was 42, the answer."

Analysis
From #1 and #2, the number of hats of each color, both planned and observed, must be from these numbers: 6, 10, 14, 15, 21, 22, 26, 33, 34, 35, 38, 39, 46, 51, 55, 57, 58, ... These are all the numbers that are the product of two different primes.
The (observed/planned) number of hats for one of the colors must be from (14/15), (21/22), (33/34), (34/35), (38/39), (57/58), the only pairs of numbers that differ by 1.
From #5, the lowest possible values for five lowest colors (in number of hats) are {6, 6, 6, 10, 14} which adds up to 42, so the highest number can't be any higher than 58 or we'd exceed 100. (This is just to provide an upper bound on the list above.)
From #4 and the list above, the observed number of {white, green} must be {10, 15} {21, 26} {34, 39} or {33, 38} (the only pairs that differ by 5). Since blue has to be larger than both numbers (from #3), then the last two pairs are too large, so {white, green} as observed must be {10, 15} or {21, 26}. So, as planned, they must be {10, 15}, {21, 26}, or {22, 26}
From 5, three of the number-of-hats (planned) must be the same. Exhaustive analysis allows only the following combinations add up to (99/100) and include the constraints mentioned. In each case, the pair of number in parentheses is (observed/planned).
{10, 10, 10, 15, (21/22), 33}
{10, 10, 10, 15, 21, (33/34)}
{6, 6, 6, (21/22), 26, 34}
{6, 6, 6, 21, 26, (34/35)}
{6, 10, 15, 15, 15, (38/39)}
{6, 10, 15, 15, (14/15), 39}
Of these, only the 2nd and 4th ones pass rule #7 -- the others include no multiples of seven (as planned). In both the 2th and the 4th combinations, the missing hat is from the largest number of hats From #3, the missing hat had to be blue. (Note that we never learn which combination, the 2nd or the 4th, it was, but it doesn't matter.)
From #6 and #8, the missing number is a multiple of 21. Therefore, it is from 21, 42, 63, 84.
From #10, 63 and 84 were in the square dance pattern, and therefore they were present. So, the missing number was either 21 or 42.
Due to the clues in the puzzle, it is quite apparent that (that is, we already concluded that) a blue hat was missing. Since we know it was a blue hat, it must be an even number (from #9), Therefore, it was 42, the answer.

Hint 1: "Locate Title" is meant as instructions.
Hint 2: There are only a couple that would really make a decent puzzle title. For each one, suppose that it is the title and then figure out what it could mean.
Hint 3: "Clandestine Fraternity" is the title. All the others have something in common that this one doesn't share.
Hint 4: Fraternities are named how?
Hint 5: Try swapping each pair of words.
Answer: For each pair of words, swap them and there is a Greek letter hidden. i.e. "compatr IOT A nalyst's"

One thing that is not apparent from the text version of my puzzle is that there are two sets of fifty clues, not 100 clues in one list as it appears now. MNO, perhaps you could separate with a line in the coded text?
Between these two, IIRC:

So RELEASE is the answer to Suspence's puzzle.
1 down - 7 to go.
For HAUNTING NOTES, 13 songs, 26 numbers. Looks like first number is word-count and the second is letter-count, since the second one is generally small.
I recognised most of the songs, so I'll take this on later this evening when I have time and post what I find out. (Unless of course, somebody else wants to take it in the meantime) |

Well, that's not right. Agadoo doesn't have any words greater than 9 letters long in the lyrics, so "21 10" must relate to something else.
Also, in case it makes a difference, the Kinks song is called Waterloo Sunset (and has no words with 12 letters in). |
