All I noticed was that all numbers were divisible by 18.
GR: 2*3^2, 2^4*3^2, 2^2*3^2*5^1, 2*3^3
Gh 2*3^2*19, 2*3^2*5, 2^3*3^3, 2^2*3^2*7
Dal: 2*3^2*17, 2^2*3^3, 2*3^3*5, 2^2*3^4
B: 2*2^4, 2^2*3^2, 2*3^2*11, 0

Factoring out 18 leaves
GR: 1, 8, 10, 3
Gh: 19, 5, 12, 14
D: 17, 6, 15, 18
B: 9, 2, 11, 0

Missing multiples are 18*(4, 7, 13, 16) == (72, 126, 234, 288)

I never did finish this one...I kept wanting the puzzle to be Dartboard-related, since twenty different multiples of 18 = 360, which implies a circle cut up into 20 pieces...or, a dartboard.

I never linked to a dartboard, but I did consider that it might be circular somehow. I thought that maybe the error was that the beagle was supposed to give 360 instead of 0, perhaps. Anytime a 0 comes up it strikes me as an oddball data point.

I didn't submit anything for this puzzle either, but I'm glad to see that at least 2 other people were also thinking about a solution in terms of dartboards or circles.

Thanks for the hint, which is fairly useful. *[rough idea of an answer]*If you orient a dartboard correctly and compare angles, you get that the dogs were supposed to be trained to go from 1-20 in order on a dartboard (and it's easy to see what the last dog did wrong). This is a case where an image of a dartboard is fairly useful.*[/rough idea of an answer]*

seems like all the digits in each number adds-up to nine, save for beagle's numbers. don't know if that has to do with anything useful.

I think that's just a coincidence, as it's a shortcut for what numbers are a multiple of 9.

i don't think it would be about a dartboard, because wouldn't a dart contest have only 3 throws per round? Anyonr have the solution

It is a dartboard.

[The first 3 dogs go to the correct positions for 1-12 on a dartboard, the Beagle gets 13-16 wrong by 90 degrees.]

I didn't solve it myself, just clarifying it for declan

I guessed that the dogs were fetching something such as a frisbee and the numbers are the lengths of the tosses. The beagle got a zero on its final toss for not bringing it back. Since the frisbee was gone the collie had nothing to fetch.

Actually, the Beagle tapped out the nos. 17-20 instead of 13-16, hence the confusion...

I got as far as noticing that all the numbers, with the exception of the Beagle's last two numbers, comprised digits which, when added together, totalled nine. My (incorrect) answer was that the Beagle had screwed up by coming up with numbers with digits that didn't add up to 9, and that the Collie was confused because he then didn't know what the pattern was.

You think that's bad? We don't have darts here, so there was no way I could figure it out. Instead, I went with this: (spoilered just in case)

1+ 8 +10 + 3 =19 −14 + 5 +12 =18 −17 +15 + 6 = 9 + 2 +11+ 0 = 22
But there's no way to make 22 with the leftover numbers. However, had the damned beagle gone with (13, 2,11,0) he could've made 13− 2 +11+ 0 = 22 and the Collie could've concluded with 9 − 7 +16 + 4 = 22 for the win.
So, that's my final answer. Each dog picks four numbers from 0 to 19 inclusive that a) haven't been picked by another dog before and b) can be combined, using addition / subtraction, to 22. As noted, the beagle made a wrong choice that prevented the collie from accomplishing it, despite it being possible (as also demonstrated).

Talk about "artificial" solutions Felicitous
I wonder if I got anything for it.
