For Sale! Game over! Who won?

For Sale is a bidding card game that I think will work nicely in a forum setting. It can take a maximum of 6 players. It consists of two phases:

Phase I: Bidding on buildings. A number of properties equal to the players is flipped. The deck is just the numbers 1-30. The first player makes a bid, and play goes clockwise. A player can either pass, or increase the bid. Once a player passes, they do two things.
(1). Take the lowest number property available.
(2). Pay half [rounded up] of their last bid.

Ex: A player passes their first turn. They pay nothing and take the worst building.
Ex: A player passes after bidding 5 the previous turn. He pays 3 and takes the worst building available.

Whoever doesn't pass pays their FULL bid and takes the best building.

Once the deck is exhausted, every player will have the same number of buildings. For 6 players, everyone would have 5.

Phase II: Selling the buildings. A separate deck of checks is used. The value varies from 0 to 15, with two of each [There is no 1]. A number of checks is flipped up each round equal to the number of players. Each player SECRETLY chooses one of their remaining buildings and sends it to me. Whoever sold the best house gets the best check, second gets 2nd best, and so on.

Winner: Add up checks, plus any money not spent in the first phase. Just like in real life, whoever has the most money wins.

Also, in real life information is secret, but here everyone could keep track anyway. So I'm just going to cut out the middle man and track everything.
