You may be on the right track RM, but I'm not sure yet.
These appear to be cryptic crossword clues, but again I'm not sure.

I still think you're on the right track, but what if the numbers represent the number of spaces in the line?
Take for example your most recent post. CAN THAT CHAP appears correct for only half of the clue.
I'm currently looking for a Greek stringed instrument that fits with the rest of the clue and can be re-spaced to fit the other clue.

And for Reuben to mean Russian.
Reuben ingredient is either corned beef, Swiss cheese, sauerkraut, or rye bread.

Hmm. These look like signwriters with subtle differences within the pairs.
eg.
One of Mrs. Roosevelt's male children distributing cards, with genuine assertion &
While a single meager trial within Mahatma transgresses, I tenderize breakfast food.
A son of Eleanor dealing hand is insistence real
As one [ no 'of'] lean ordeal in Ghandi sins I s[extra 'of']ten cereal,
where the 'of' has been shifted.

Likewise:
Simba's uncle allows neglected instrumental ensemble's portside extremity inside &
Vermilion goodbye, otherwise received viola range: the tension!
Scar lets left end of forgotten orchestra in
Scarlet s[no 'left']endoff or got tenor C [extra 't']he strain!

And Zag, if you add an 'and' before 'a truss' in your first line and use 'ires' for 'angers' you get another pseudo-match.

Your second one should be "tenor clef" and one word is shifted intact like the others.

Unfortunately, the only word that ends 'engi' is sengi, which is a monetary unit of the Democratic Republic of the Congo. (And, I suppose, Firengi, if you're a Star Trek fan. Neither fits 'soldier' however.)

Well, I've found all nine words and, not being American, the best guess I can make for the answer is Jason's Deli but alternatives would be Skid's Deli (or Slips' Deli if this were in the UK)
I won't post any more of the signwriter answers yet, because there's a lot of fun to be had in nailing this diabolical puzzle!
[edit]
My 'best' guess was based on a cheat around the puzzle being posted by groza, but I see he posted it under his (presumably) real name so it doesn't work. So I'll have to run with one of the alternatives (or similar)

Outwit [to] have tabs or base narrow

Is it possible yonder bloke, uniquely, begrudges one Goodyear? (7)
Unable to incubate a Greek stringed instrument for performance. (5)

Still thinking the same as has been posted here for the beginning, but for the end
Can that ch... ...ly re....s a tire
Cant hatch lyre ... satire

And for this one:
Generate one thesaurus entry to set up within a flexible group. (9)
Organize; draft is very untidy, unlike a Queens baseball player. (8)

I've got:
synonym
...sy no NYM - NYM, as in New York Mets, or Queen's baseball player

That gives us:
SYNONYM AND ANAGRAM OF ???? WORD TO SLIDE LEFT

I've thought long and hard to come up with the one I was missing in my last post, and I haven't gotten anywhere other than:
Is it possible yonder bloke, uniquely, begrudges one Goodyear? (7)
Unable to incubate a Greek stringed instrument for performance. (5)

Can that ch... ...ly re....s a tire???
Cant hatch lyre ... satire???

I've begun to think we may have the wrong Greek stringed instrument, but I can't come up with anything else that fits either.

I'm assuming all of the other words I posted are correct, but if they are I'm still not getting anything from them. SYNONYM AND ANAGRAM OF ???? WORD TO SLIDE LEFT

It seemed like Oscar's post (#23) seems to suggest he has solved it. Is he incorrect?

We mere mortals were chugging along, each contributing, scratching our way forward by bits and pieces, and then Oscar came along and said he had solved it. That takes all the fun out of it, to be forced to realize that there are people like Oscar who are way smarter than the rest of us. It makes one want to poke him with a sharp stick. You know?

Actually, I had given up on making any more progress.

I haven't 'claimed' I've solved it, I've posted several alternative answers with caveats. I haven't had the 'aha' feeling you get when you know you've got the intended answer, but I'm confident that the answers I've suggested will prove I had all 9 words when the dust is shaken out.

I did feel a bit awkward posting an answer rather than giving my working, but I really didn't want to stop anyone else working on some good signmakers, even though I'd been working communally up till then.

As for Zag's comments, I'm taking them with a healthy pinch of salt, as he's notorious for being overly self-deprecating. And when all's said and done these are only puzzles, albeit very good ones, and pointed sticks can hurt.

I suppose I should be grateful that I might have escaped more pointed stick treatment, but I'd rejected sidle as a possible answer since it had no apparent connection to the puzzle text. How does it give any clue as to how to make a lunch appointment at an unknown restaurant?

Given that there is a radwulf involved, I didn't expect to be looking for a real restaurant. I just supposed there was a fictional restaurant named Sidle
