Ideally, this would be the case - the laws would be perfectly fair, and the execution of the laws would be perfectly just. The problem is that man is a beast of flaw, so somewhere along the line something will get screwed up.

In short, the way I see it is that it's unjust if the spirit of the law is being ignored in order to provide an unfair result.

Take a corrupt cop. He's unfair in his dealings by favoring those that bribe him, and his being bribed compromises the justice written into the system. But what if the cop is accepting a bribe to ignore an unfair law? Is it just or fair if the spirit of an unfair law is being overridden by a bribe?
