Assume M1, m2, m3 as the monkeys where M1 (in caps because he is smarter) can steer the boat. H1, H2, H3 are the humans. Here are the thirteen steps
1 m2, H2 ->
2 <- H2
3 M1, m3 ->
4 <- M1
5 H2, H3 ->
6 <- m2, H2
7 M1, H1 ->
8 <- m3, H3
9 H2, H3 ->
10 <- M1
11 M1, m2 ->
12 <- M1
13 M1, m3 ->

| this can only be held if you assume that a monkey in the boat isn't counted like a monkey outside of it. dont know if this can be said (wasn't clear from the question) |
