Look...
First the rubber band: One endpoint is still, the other end is travelling at - what was it - 1 m/s. Whatever. Every point on the rubber band travels at a speed between zero and 1 m/s. Assuming that the rubber band is equal in thickness and such, the speed distribution will be even over the band.
The ant, beeing on the rubber band travels along with the same speed as the pint on the rubber band where he is currently placed. To the speed of the rubber band point, the ant adds his own walking speed of what? 0.1 m/s? whatever.
Now this quite obviously shows that the frolics of the rubber band is quite un-interesting. The ant will reach the end of the band in the same time regardless of the speed of the end point travelling.
