I just found this site and decided to go to the older ones to practice on. When I did the quarter one i found another solution to what was there.
The solution I found had you lay 4 quarters down flat so that they all touched one another. Then, place a 5th quarter in the center. This quarter touched all the others. This way was a lot simpler than what was on the solution page.

look again - the first four quarters as you describe them are not all touching every other quarter.

Cha is correct. The quarters opposite each other at "corners" of the square do not touch each other. Try it with actual quarters and you'll see.
