I've deactivated the user and removed the pornographic URL. I will attempt to report to his ISP later. With some luck, he's American.

To start a new thread must the user be an actual user? i.e. can bots not do that?

I don't think I understand the question. Any user can start a new topic, and bots can be programmed to do that.
