Spy on the Submarine

The Captain counted the lines in the first message and saw that there were 26... corresponding with 26 letters in the alphabet. He decided to try using the first letter to code for the line, and the second to code for the word. He got:

"information your top these we ?? you to him"

Well, that doesn't make much sense. But then, he tried starting from the bottom and got the answer he was looking for.

"ARREST YOUR COMMUNICATIONS OPERATOR IMMEDIATELY, HE IS THE SPY."
