A New Year's Drink?

On a dark desert highway...

Actually, the only thing right there is that there's a brownout in Puzzlania tonight. It's New Year's Eve and the parties are rocking. You're supposed to be meeting your friend Skinny Dakota to celebrate the New Year.

Unfortunately, on arriving at his house you find he's alredy left for the evening and pinned to the door is the following note:

"I'll buy the drinks all evening if you can find the bar I'm in on your first attempt.
Bear in mind I have my spies out. So I'll know if you cheat or get it wrong.
I'm always one step ahead of you!"

You turn the sheet of paper over and on the back find the following:
